OKTAHA, Okla. A lawyer said it appears a student being bullied over and over again by the same person is grounds to revoke a transfer for students if they happen to attend Oktaha Public Schools.Attorney Brad Brown, who represents Krista and Terry Bryant and their 9th- and fourth-grade children, said the attitudes displayed during an executive session by some Oktaha School Board members astonished him. The meeting was convened to determine whether the Bryant s children should be allowed to return to Oktaha schools after Superintendent Jerry Needham revoked their transfers. During the executive session, one of the board members stood up and said, Some students just need to grow a pair, Brown said. I could not believe it it was a jaw-dropping moment, (and) to me it showed a deliberate indifference to this issue about school bullying. Brown said the family he represents didn t even plan to discuss bullying when they asked to appeal the decision to revoke their children s transfer. Their focus, he said, was on Needham s behavior during a meeting with him earlier this year and the approval of their open-transfer request.In a letter written to the Oktaha School Board after the family s transfer was revoked, the Bryants state Needham exhibited unprofessional and bizarre behavior during their meeting with him. The meeting was scheduled, they state in the letter, to discuss comments a teacher had made to their son.Needham declined to respond to inquiries about the allegations the Bryants made about his behavior. Needham did, however, say he is confident the decision he made about their children s transfers was based on statute and board policy. We have a transfer policy approved by the board, Needham said. And my job is to make decisions for our school based on the policies of the Board of Education. The board policy states an open transfer may be revoked if: The student fails to comply with behavior rules; There is a failure to pay financial obligations to the district; The student has no valid excuse for failure to attend school; or If anyone designated with the care and custody of enrollees interferes with the peaceful conduct of school or school activities. The transfers for the Bryant s children were revoked, and they missed one day of school during the spring semester, but Needham reportedly changed his mind and allowed them to come back and finish the semester. The family said they then received a letter in late June, giving them notice that their children s transfers had been revoked once again.School board members met Thursday to consider an appeal of that decision. After discussing the situation during an executive session, they took no action and left the revocations intact.Terry Bryant said the children, who live in Checotah s school district, have had no disciplinary problems since they began attending Oktaha schools in 2012.Burton writes for Muskogee Phoenix, a CNHI News Service publication.
